Eliminating conflict between councils and mayoral combined authorities (MCA) is unrealistic, the Local Government Association (LGA) has admitted.

Eliminating conflict between councils and mayoral combined authorities (MCA) is unrealistic, the Local Government Association (LGA) has admitted. 

A paper from the umbrella body, which included the views of more than 70 leaders including chief executives, read: ‘An element of tension is in-built into the combined authority model as councils have a responsibility to consider the needs of both their local area and the broader MCA footprint.
