Local government reorganisation is not just about creating new councils. It is about preparing them well without deciding their future for them.

Councillors and leadership teams have a responsibility to put the strongest possible foundations in place, but choices about the identity, culture and ambition of new councils will belong to those elected in May 2027 and the senior leaders appointed to lead them.
