Many local authorities are making brave decisions on high street renewal, often with limited resources. But they cannot, and should not, do this alone, says Andrew Carter.

High streets are a political hot topic, and rightly so. They're not just retail hubs, they are symbols of how people feel about their place.

When a high street is thriving, it fosters pride and confidence. When it's struggling, it can signal disappointment and dissatisfaction.
