Last week's reshuffle represents a major turning point for central and local government, coming at one of the most crucial moments in recent memory. With reorganisation underway, a rethink of funding on the horizon and a mass devolution programme in motion, the sector is facing flux on every front.

Much has already been written about Angela Rayner's departure – her record on employment rights, housing and, of course, her tax affairs – but the local government brief is once again without a heavyweight figure at the helm.
