Gloucestershire County Council is one of the leading commissioning councils in the country and this role represents a huge opportunity to drive the highways function forward.

About the role

Our highway system is hugely diverse with a wide variety of urban and rural challenges. It's also our biggest asset and worth around £3 billion. We want to ensure we're working in the best and most efficient way possible so we're putting all of our highway responsibilities under one umbrella for the very first time – and we want you to own and manage this brand new, unique way of working. With an existing team of experienced professionals to support you, you'll understand the importance of keeping everyone around you informed and engaged with your vision. We're looking for someone to continue our strategic thinking and support the economic growth of Gloucestershire. It's a huge logistical challenge and one that needs to be managed very closely. What needs to be tackled first? How do we best plan for the future? Where can we support economic growth? You'll know all this and more.

About you

Your innovative thinking and bright ideas will ensure you lead a fully integrated highways function. You'll implement, build and establish our priorities and strategies in this area, ensuring we achieve value for money and meet a whole range of community needs. You'll understand exactly how to balance strategic priorities with day-to-day issues, from introducing multimillion pound road systems, to pot holes in the road. You'll be joining us at a time when we begin working with a brand new highways contractor, so this will be a fantastic opportunity for you to build a new, long-term relationship.

You will be an expert in highways, a great leader and likely to be working at an executive level either for another council or in a local government position. You thrive on challenge and understand and appreciate the importance of balancing the big picture with managing everyday concerns. Credible and influential, your communication and negotiation skills are second-to-none, as you build and maintain strong working relationships.
