LGR needs to spur the shifting of services from a reactive to a preventative footing

The need to ensure new unitaries are safe and legal from day one should not obscure the ultimate goal of transforming the local public sector, says Cllr Richard Wright.

Much has changed since the last District View column I wrote on 12 March as chair of the District Councils' Network at a time when fears of mega-councils loomed large.

Since then, DCN has transformed into the Local Councils Network (LCN) and ministerial approval for smaller unitary councils in Devolution Priority Programme (DPP) areas has increased optimism that new councils will remain close to communities.
