Procuring in the public interest

Nuance, context and a long-term vision are more important than ideology when it comes to procurement decisions, argues Mo Baines

At a recent APSE (Association for Public Service Excellence) round table on the Cabinet Office document Insourcing and the Public Interest Test in Procurement, an independent councillor asked: ‘Is ideology dead?'

The question was apt: round table participants across party lines broadly agreed that ‘make or buy' decisions should focus on the public interest.
