Strategic & Urban Development Manager

Your role is to provide and initiate effective leadership, co-ordination and management of the Development Services Strategic and Urban Development Management service within the Council including the Monitoring and Enforcement function and the development management technical support function. You will provide management and professional advice to the Corporate Director of Local Services and Head of Development Services on all matters relating to Development Management standards, regulations, practices and procedures and will provide leadership, management and advice on all Corporate and Development Services management related issues.

You will provide professional advice on all Strategic and Urban development management issues to the public, developers, Councillors, Planning Committees and other agencies and organisations on development management issues. You will deliver an efficient, effective and customer-focussed Development Management Service in a manner which reflects the corporate aims and objectives of the Council and the Sustainable Community Strategy and be accountable for the effective performance and delivery of the Development Management service, including monitoring and enforcement and DM technical support functions and effectively manage resources within the Development Management Service. You will manage and lead a team of Professional, Technical, Finance & Admin support staff with direct overall responsibility for service budgets, monitoring and controlling expenditure.

You will be educated to Degree level with a relevant professional qualification ie MRTPI and recent, relevant and extensive post-qualification experience in a relevant context. You must have a thorough understanding of relevant inter/national legislation, regulations, policies, procedures and professional best practice along with a thorough understanding of Health & Safety legislation and the ability to produce concise but accurate risk assessments. With an evidenced track record of successful management and achievement of objectives within an organisation of comparable scope and complexity, you will have a demonstrable track record of leading and managing teams and delivering outcomes that require collaborative approaches both within the organisation and with external partners. This post involves extensive travel to development sites, area offices and venues throughout the County therefore you must be able to meet the transport requirements. Interviews to be held 4th January 2012.

Weekly working hours: 37 hours
