Councils are bucking the trend with spending on small and medium-sized enterprises (SMEs), figures from the British Chambers of Commerce have revealed. 

Statistics analysed by data provider Tussell showed public procurement expenditure with SMEs was ‘stuck in a rut' at about 20% of the total each year.
