Taking back control

Two years before Labour came to power Angela Rayner told her party conference that it would oversee the ‘biggest wave of insourcing for a generation'.

Labour would raise standards by ‘clawing back the public's money from those who fail to deliver for taxpayers', the now deputy prime minister said.
