A law firm has warned of the implications for the sector after the number of councils with no overall control (NOC) increased to 10.

Cornwall, Devon, Wiltshire, Gloucestershire, Worcestershire, Warwickshire, Leicestershire, Hertfordshire, Buckinghamshire and Northumberland are now under no overall control.
