Areas without devolution deals 'risk being left behind'

Areas that have yet to begin work on devolution deals risk being left behind, an expert in the field has said.

KPMG director Chelsea Dosad, who has a decade of experience in devolution, said areas with deals would be ‘at the front of the queue’ for further devolved funds and powers, and there was therefore ‘significant tension in the risk of being left behind’.
