Councils are ‘uncertain’ about the legality of their response to debt costs, as mounting pressure looms over revenue spending.
Fresh analysis from the National Audit Office (NAO) shows debt servicing costs grew from 7% of council revenue spending (excluding education) in 2010/11 to 7.8% in 2014/15, as shrinking government grants ‘pushed up’ the share of revenue spent on debt costs.
