June has been a busy month for those of us with an interest in sector policy. After months of speculation, the Social Housing Regulation Bill has been published with a headline-grabbing promise that underperforming social landlords could face ‘Ofsted-style’ inspections. On a similarly tough note, persistently underperforming councils and housing associations are set to be hit with the prospect of unlimited fines.
