Emergency rules aim to quell delays to NI rate collection

Westminster may be forced to step in with emergency legislation to ensure Northern Irish councils can continue to be funded through taxation.

An election will take place on 2 March after the collapse of Stormont’s ruling executive, which has yet to agree a budget.
