Andrew Gwynne has written to the Cabinet Office’s permanent secretary claiming Whitehall officials broke the civil service code ahead of the provisional finance settlement.
It comes after The MJ exclusively revealed last week that the Ministry of Housing, Communities and Local Government (MHCLG) attempted to cover up errors in the provisional settlement as it tried to sneak out corrections to the figures.
