Housebuilding plans still constrained by affordability

This column was written during a hectic week involving the announcement of the date of the spending round, the prorogation of Parliament and extra cash for the Future High Streets Fund.

It's a bit early for letters to Santa, but, from a district perspective, I was hoping to see confirmation in the spending round that the business rates reset will be deferred until 2021/22.
