Morse: Peer review not designed to prevent major council failure

Peer review is ‘not designed’ to prevent major council failures, the chair of the new local government watchdog Oflog has suggested.

Speaking at the Local Government Association’s conference, Lord Morse said: ‘I think we need a bit more than that.

'We need to find a better way to spot problems earlier and head them off.’
