Conservative-led Surrey CC has confirmed it will be holding a referendum on whether to raise council tax by 15% as cuts take hold.
Citing cuts of £170m since 2010, Surrey CC leader David Hodge, who is also leader of the Local Government Association's Conservative group, said it was facing a 'huge gap' in its budget.
