Westminster City Council is to bring its arms-length housing company back under direct control following cultural and management failings.
CityWest Homes has been dogged by complaints from residents and ward councillors, leading to an independent review, a scrutiny committee report and direct action by the council to overhaul the customer contact centre and repairs service.
