What came first: Devolution or collaboration?

Lately I’ve been pondering which came first, the chicken or the egg? I am considering the similarities between this debate and the recent race towards combined authority or devolution which we have embraced in Nottinghamshire and Derbyshire.

The chicken and egg debate has provoked discussion from ancient Greeks to modern thinkers. Aristotle concluded that egg and chicken must have always existed because neither can exist without the other.
