Whitehall needs to up its game

In my last column, I commented on the high likelihood the cost of the adult social care reforms would exceed the funding set aside by the Treasury.

Since then, further evidence in the form of a Newton Europe report commissioned by the County Councils’ Network has been published. This showed that by 2032 there could be a cumulative funding shortfall of £10bn.
