Animosity between councillors and the mayor of an east London council are hampering proper scrutiny of its activities, an investigation has warned.
A report on Labour-run Newham LBC by the Centre for Governance and Scrutiny consultancy said the local authority risked being 'trapped in a vicious circle' of worsening relationships.
