Boosting Britain needs more than a fistful of Bills

After a long legislative hiatus the Queen's Speech is back, opening Parliament with a raft of Bills to keep local government busy.

The Parliamentary programme has something for everyone - or everyone in Number 10, at least. Devolution for the Prime Minister and the former City Hall team. Science and technology measures, close to the heart of his aide, Dominic Cummings. Even environmental and animal welfare measures, known to be favoured by Mr Johnson's partner, Carrie Symonds.
