Carter early favourite to replace Hodge

Kent CC leader, Paul Carter, is an early favourite to replace David Hodge as head of the Conservative group at the Local Government Association (LGA).

Cllr Carter has led England’s most populous county council since 2005 and is the chairman of the County Councils’ Network.
