Hammond gets some wriggle room

Chancellor Philip Hammond has received a pre-Budget boost with latest figures showing the deficit is down to its lowest level since 2008.

Figures for January from the Office for National Statistics may give the Chancellor some wriggle room amid a plethora of calls for more spending on health and social care and outcry over the forthcoming businesses rates revaluation.
