Replacing business rates with a land value tax could yield benefits for councils, a report has claimed.
Backed by Lib Dem leader Sir Vince Cable, the report’s proposals for a ‘commercial landowner levy’ paid by the owner of the land rather than the occupier will be adopted as policy if party members vote for it at their party conference in Brighton.
