Local government minister Lee Rowley has expressed concern over Warrington Council’s levels of debt in a leaked letter to leader Russ Bowden.
Mr Rowley said Warrington was a ‘significant outlier’ in that its £1.8bn debt was 10 times its core spending power compared to the average of 1.4 times.
