Open scrutiny on government interventions

When Norfolk CC was first warned in 2013 it could face intervention if its children’s services did not ‘rapidly improve’ it knew things were serious.

The Government and Ofsted diagnosed the department as having ‘widespread and systematic problems’ with poor leadership partly to blame.
