Eric Pickles has urged local government to ‘hector us’ to give away more powers as he insisted the Better Care Fund (BCF) was the ‘first step’.
Speaking at the National Association of Children and Adult Services Conference in Manchester today, the communities secretary hailed the BCF as a ‘historic change’ and said he was ‘utterly convinced that this is a once-in-a-generation opportunity’.
