The elephant in the room on devolution

The Core Cities Summit in Glasgow this week was a tribute to how far local government has come in such a short space of time.

Just over a year ago, the Core Cities met in London. Largely focused on finance and economic growth, it set the agenda for the year ahead, with Core Cities chair Sir Richard Leese proving what can be achieved with the Devo Manc deal.

Now, less than 18 months on, the agenda has altered again. It is less about the money, and far more about a shift in public sector reform and to place-based working. There is a recognition that devolution alone will never be enough to fix our broken politics and bring public spending back under control.
