York told to publish ‘buried’ services review

The Information Commissioner’s Office (ICO) has ordered York City Council to publish a review of its corporate services after the council was accused of ‘burying’ the report.

Resident Gwen Swinburn appealed to the ICO in June last year after the council refused to publish the PwC report from 2015 in response to her freedom of information (FoI) request.
