Brum’s turnaround plan should have come sooner

Five years ago, Birmingham City Council was given an improvement panel and an ultimatum. The crisis-hit council was told to turn itself around or face central Government intervention.

Since then, Birmingham has improved – slowly and with setbacks – but it is far from fixed. Birmingham’s independent improvement panel finally threw in the towel, admitting it had failed and calling for central Government to step in. It was never the right model for improvement in Birmingham.
