With Birmingham – the largest local authority in Europe – issuing a section 114 notice recently, the decision of whether to issue one will no doubt be on other local authorities’ minds in the run-up to the festive period.
While each s114 will have different reasons, more often than not we are seeing bad commercial decisions as being the decisive factor.
