No one would deny how tough the last two years have been for local authorities. Budgets have changed due to COVID-19, with some areas overstretched and others seeing a fall in demand. Likewise, the wider pressure of inflation has increased all areas of service costs.

Last year, eight local authorities wrote to the Government and asked for capitalisation directions to accommodate this increasingly turbulent economic climate.
