Last month the potential for transformation in care services was illustrated by the devolution of £6bn in NHS and social care funding to Manchester.

Though the fine details of this proposal are still to emerge, the signal this sends out about the Government’s intent must be welcomed by all those committed to devolution.

This month, the County All Party Parliament Group presented a comprehensive case for greater devolution and integration of care services in county areas.

The State of Care in Counties marks the clearest picture yet of the huge financial and demand pressures on county care services. It also described the greater complexities for care in county areas and how an overly bureaucratic Better Care Fund only adds to this burden. But the pressures are only half the story.
