Though the fine details of this proposal are still to emerge, the signal this sends out about the Government’s intent must be welcomed by all those committed to devolution.

It also described the greater complexities for care in county areas and how an overly bureaucratic Better Care Fund only adds to this burden. But the pressures are only half the story.
