Future Forum North: Whitehall intervenes 'far too late'

The self-described ‘poster child of Best Value intervention’ has said Whitehall always wades into failing councils ‘far too late’.

Speaking at The MJ’s Future Forum North, former London borough chief executive Max Caller - a serial reviewer of failing services usually brought in by central Government – also said getting out of Whitehall intervention was ‘as hard as getting in’.
